Hello,

1) To add the content next to WooCommerce tabs (Description, Reviews etc) use the Additional custom block in Product options http://prntscr.com/o6bzux . You’ll be able to choose the Static Block with any necessary content you create before.

2) There is no option to add the buttons there. You can implement it only by additional customization. Submit customization request here.
