    How could I use the topbar as a secondary menu to put some page links on it like Terms of use, Impressum etc.
    In addition could it become the bottom bar meaning to be located in/under the footer?

    Hello,

    You can add your content in Text widget and drag it into “Place in header top bar” in Appearance > Widgets.
    Concerning the footer, you can create static block with your content and use Static Block widget in Footer 2 area in Appearance > Widgets as described in our documentation:
