Hi,

I translated promo text and cart page but I didn’t see the translations in the user-side.

Hi,

Provide URL of page with untranslated strings.
Have you translated texts for XStore theme, WooCommerce and XStore Core plugins?

Empty cart text is translated, check now.

You’re welcome!
Go to WPML > String translation > scroll down and press on “Translate texts in admin screens” link. You’ll see a list of fields, choose the fields you’d like to translate. After that go back to the String Translation section and translate necessary content.
