Unable to save responsive design compatible with Mobile and Desktop together

I have 2 questions:

1.How can I adjust header upper and lower margin for mobile without affecting desktop margin?

2.In theme header option, If I save under mobile tag, The desktop page will also change to mobile, vice versa.
Which means saved under desktop tag, mobile header will become desktop one looks awful.
