Check the permissions of that user. Maybe he has admin permissions. Did you try to log in to user account and check by yourself?
Theme does not affect the admin bar because it’s the default WordPress option.

maybe this is so, somehow the data got into the hands of users, but I don’t think he would write to us about it. I still think that recently we had a Multisite network, but I went in and watched the admin panel, I assumed that this was just my problem in the browser, but apparently not.

Make sure that you really removed the site from WP Dashboard > My Sites > Sites. Also, if you don’t want to use the network at all then disable it in the wp-config.php file. And change all the passwords for all the admins you have on your site just in case.
