I have installed a request for quote plugin called WooQuotation but the functionality of this plugin does not seem to work correctly when I am using my WooPress child theme. Seems to work correctly when I use the twenty fifteen theme, but it will not correctly submit a quote request with the WooPress child theme.

Please describe what issue you have with that plugin. Does it persist with child theme or with Woopress parent theme too?

The plugin does not function as it should. When you add a product to the quote list and then go to look at the quote list it says that the list is empty. Sometimes it will update the list later, like if you wait 30 mins or so and then go look at the list it will show the products that you added earlier. Seems to be a problem with updating. Login info in private content
Oh, also this problem persists with both the child and the parent theme.

I’ve disabled Object Cache in W3 Total Cache settings. Clear browser cache and check plugin work now.

That part seems to be working now, thanks! Still there is an issue when you try to submit the quote request. It gives a 500 error or a blank page and is not sending the quote request submission emails to the customer and to the admin. Any ideas?

500 error may be related to your server configuration. Mostly it requires to increase memory_limit value. Ask your hosting provider support to do this.
Also check if the issue persists with default Woocommerce theme Storefront https://woocommerce.com/storefront/

The issue does not persist once I switch to the Storefront theme. Does that mean that it is an issue with the WooPress theme?

The site is hosted on our server here on the premises. I updated my php.ini file, my .htaccess file and my wp-config.php file according to the instructions here: https://premium.wpmudev.org/blog/increase-memory-limit/?utm_expid=3606929-81.6_x2aktJQ2qbOSnTRGna0w.0&utm_referrer=https%3A%2F%2Fwww.google.com%2F I have also asked my IT guy to increase the “memory_limit” value, but have not heard back from him yet. I have also deactivated the W3 Cache plugin. The problem still persists.

I enabled debug mode and saw this error:
Parse error: syntax error, unexpected ‘)’, expecting ‘,’ or ‘;’ in C:\inetpub\Forbesind\wp-content\themes\woopress-child\woocommerce\emails\customer-request.php on line 30
The problem is with file wp-content\themes\woopress-child\woocommerce\emails\customer-request.php on line 30. Check your changes there. When I renamed this file quote request was successfully completed.
