1/ Footer static block can be translated using WPML – https://www.8theme.com/documentation/xstore/theme-translation/translation-with-wpml/

2/ About the header, Header Builder > Multiple headers > create a custom header and set it for all pages of a particular language. In the settings of headers, Promo text and other elements will be different depending on the language of the header.
