Menu Set Up One Page menu

You may create One Page with anchors for page sections just in few steps, follow them:

Step 1: Create page with necessary content. Edit you rows and add anchors into Row ID field

Step 2: Go to Appearance > Menu. Create menu for your one page. Use Links element to create items for your sections. URL field contains your page url. Save menu. Then appears Anchor section (is section anchor you set in previouse step).

Step 3: Edit your page and navigate to Page Layout settings.

Select newly created navigation from drop-down list and also enable One Page Navigation.
